DIFFICULT POSITION London, February 17. Discussions to restrict dairy produce of the Dominions are providing difficulties, and the Dominion representatives are urging that foreign ex~ porters should undertake substantial reductions, but Mr. W. Runciman, President of the Board of Trade, is anxious not to prejudiee trade treaty negotiations with Denmark and Argentina, particularly as Great Britain wants to increase her foreign exports. Mr. Runciman's free trade convictions are believed to be the main obstacle, but the Conservatives desire the minimum of interference with Ottawa, even if the interference is voluntary.
