The impending break of Japanese relations with the League, while increasing the reluctance of official ci^cles to make any comment, has obviously struclc a grave note in national feeling. That the situation is now extremely delicate and that even justifiable action or re-action here might further complicate the situation, was

clearly seen whe nthe Foreign Relations Committee of the House of Representatives to-day refused Mi*. Hoover's request for legislation empowering the President to declare an arms embargo to nations throughout the world in certai ncircumstances. The committee approved a resolution authorising a Presidential arms embargo onl yto American countries. Representative Fish forced the amend ment. He afterwards said : "I f eel that the resolution was timed at Japan and Japan would so interpret it. We would, if other nations agree to it, be left holding the bag in the event of war with Japan. am opposed to all this bluff and bluster against Japan. I do not agree with some things Japan has done, but if we started to mind our own business we could get along better."
