COMPREHENSIVE SCHEME , FOR INDUSTRY IN BRITAIN

The rnilk commission has devised a scheme of drastic re-organisation of the industry, preventing undercutting by individuals and strengthening the position of produeers. In order to negotiate as a solid body able to fix bare prices, it is proposed to divide England and Wales into 11 areas, each with a milk council comprising wholesalers and retallers while nxanufacturers will he represented. The council will ixx the priee of milk, all moneys being paid into a central pool and divided amongst the farmers after expenses have heen paid. The commission recommends that duties on foreign cream, condensed milk and milk powders be suhstantially increased, and imports of laeto'se discouraged. The production of better quality milk is encouraged by guaranteed quality premiuxns financed by a levy payable by all milk produeers and buyers. Milk sold in England and Wales is valued at £55,000,000 annually, being 28 per cent. of all agricultural and hox'ticultural products.
