A message from Warm Springs toi day announced that Mr. Roosevelt had [ assumed personal direction of the war : debts negotiations and virtually took s over the function of Presidency when he invited Sir Ronald Lindsay to • visit him there and confer on the ; situation prior to the Ambassador's . visit to England to place the matter i before Mr. MacDonald's Government. Sir Ronald Lindsay took an aero1 plane from Washington to Atlantic City and thence, accompanied by Mrs Roosevelt, he motored to Warm Springs, where he will start discussions with Mr. Roosevelt on Sunday. In the evening, Mr. Roosevelt in answer to queries on the nature of the conference, said he would discuss debts and eeonomics. It is known that he would inform Sir Ronald Lindsay of his views both as to procedure at the negotiations and what the American attitude could be expected to be. There is much speculation regarding Mr. Roosevelt's exact motives in inviting Sir Ronald Lindsay to Warm Springs. It is known that the fmaneial interests of his country are pressing him for a sharp reduction in debts. At the same time 'there is considerable difference of opinion among his advisers coneerning the extent of the reductions. Furthermore, the London despatches indicates strong opposition to his bargaining policy. Informed cireles believe, firstly, that he wishes to take negotiations Out of Mr. Hoover's hands and to take f ull control himself ; secondly, that he wants to acquaint the British Government, through Sir Ronald Lindsay, of his position in full to avoid possible postponement,"
