WHOLESALE EXPULSIONS UNDER NEW LAW

Moscow, January 16. Under the new passport system just inaugurated 800,000 of Moscow's 2,500,000 population will be expelled. Undesirables will he g'iven ten days to leave the city. Persons arriving in cities without permission will be expelled in twenty-four hours. The outcasts must move at their own expense.
