HOOVER PROPOSES TO PROHIBIT THE TRAFFIC

Washington, Jan. 10. Mr. H. C. Hoover, the President, in a special message to-day, urged either a speedy ratification of the projected convention to suppress trade in implements of war or special legislation empowering the chief executive to limit or f orbid the shipments, of arms for military purposes. The message did not mention any specific conflict such as the SinoJapanese or Paraguay-Bolivian trouble. Mr. Hoover said, however, that ratification of the international convention signed at Geneva in 1925 or special legislation to forhid the shipment of arms in cases where co-oper-ation could be secured with others of the prineipal munition-mannfactur-ing nations, would aid in the prevention and" limitation of war. However, for one nation alone to engage in such prohibitions while other nations continue to supply arms, is a futility.
