London, December 28. "Making ends meet" is literally the keynote of a Soviet scheme to provide every adult each year with a pair of felt boots made from his own hair, says the Moscow correspondent of the News-Chronicle. The Union Rubbish Trust has been instructed to accumulate by January 13,000 tons of sweepings from barbers' shops in Moscow, Leningrad, Kazan, Odesa and Kharkov to enable the experts of the Felt Boot Trust at Novgorod to make foot coverings from them. It is stated that 450 barbers' shops in Moscow will supply 1500 tons a year, yielding 1,500,000 pairs of boots. The trust pr'omi'ses positions in rest houses to those collecting the maximum quantity.
