INDEPENDENCE BILL MAY FINALLY BE VETOED Rec. January 5. Washington, January 4. President Hoover to-day referred the Philippine Independence Bill to the Seeretary for War, Mr. P. Hurley, for report, and there are strong indications of 'the impending veto 'of the measure.' Mr. Iiurley left White House declaring that the measure does not solve the inherent difficulties of the Philippine prohlem, ' but merely accentuates them. He contended that the hill Would re'duce the authority of the United States hut would still hold it'responsible.
