STIFF GENERAL KNOWLEDGE PAPERS SET FOR PROMOTION "Sailors who are promoted from the lower deck to the higher ranks must not merely he competent s'eamen, but men of intelligence. That is of the greatest importance in ensuring real efficiency." These remarks were made by an Instructor-Comman'der with the Home Fleet when discussing the question set recently in the general knowledge paper in the "Highter Education Test" for men in the Royal Navy.
