Rec. Dec. 29, 8.20 p.m. London, Dec. 29. The Times correspondent says that the Soviet has ordered depopulation of all over congested areas,' beginning with Moseow, Leningrad and Kharkof and also the restoration of the international passport system abolished at the beginning of the revolution, when it was announced that the police instruments were designed to suppress the toiling worlcers. This depopulation decree involves the expulsion of all unemployed persons, lahour truants, the knlak mine element, speculation traders and hooligans, thus sweeping away all but bpna fide proletariat and relieving the | scarcity of food stuffs in the indus- j trial centres. The destination of the outcast undesirahles is not disclosed. All persons over 16 years of age must possess a passport, without which it is impossible to ohtain a permanent domocile any where.
