The Democrats clearly are shying away from active participation in Mr Hoover's proposal to set up a commission for the review of war debts., and it is expe-cted at the Capitol that the President will go ahead on his own initiative. "The Chairman of the House Ways and Means Committee (Mr. Collier), said to-day: "I am willing to have the Ways and Means Committee consider the message, but I am confident it will not consider it favourably." Iie said he was opposed to Congress setting up any additional commissions to be appointed by Mr. Hoover so shortly before his retirement, but he had no objection to the President setting up another of his own. "I am confident this Congress is opposed to creating another debt funding commission," Mr. Oollier added. The proposition would not be laid down before his group for consideration at least until January-
