POLITICAL THREATS ARE i DEMORALISING THE SERVICE

Sydney, December 17. The reasons for the resignation of Mr. W. J. Cleary, Chief Railway - Commissioner, are contained in a letter which he sent ttf the Premier. Mr. B. S. Stevens. Mr. Cleary pointed out that the
reeent threats in Parliament to ?e-> verse appointments whenever the opportunity arose was having the effect of demoralising the service, particularly in the lower branches. He was convinced that nothing short of drastic raorganisations would put the service into proper working order. Without such changes he would not attempt to carry on, Put if he did at-. tempt to do so on reorganisations it would be impossible to escape the suggestion of vindictiveness because of railway history which "is too vivid and recent to be ignored."
