TO CONSIDER DEBTS
PROBABLE COMMISSION Rec. Dec. 16, 8 p.m. New York, Dec. 15. The New York Times Washington correspondent says that there were indications to-day that Mr. Hoover will soon consult Mr. Roosevelt regarding the urgeney for a review of war debts in anticipation of sueh refiuest from Great Britain, following the suggestions in Mr. Hoover's last Note. It is believed that Mr. Hoover favours a bi-partisan commission, consisting of Congressmen and diplomats. Leading Demoerats, who would be sure to figure on any such commission, indicated that they believe Mr. Roosevelt would not consider dealings with France and other defaulters. They would not serve in such a capacity even if he requested them to do so. On the other hand they decline to comment definitely in the case of Great Britain and other payers. If Alr. Roosevelt approves the idea, Mr. Hoover will despatch a message to Congress outlining the facts and giving the names of the commissioners who will go to the early meeting with Great Britain, if that country desires; if Mr. Roosevelt declines eooperation, Mr. Hoover's message will merely outline the facts and leave the entire matter to Mr. Roosevelt's forthcoming administration. The men likely to be nominated are Messrs H. L. Stimsdn, Ogden Mills, and Andrew Mellon, Senators Reed and Harrison, Representatives Collier, Owen and Young. If chosen oh the basis of seniority in the foreign affairs committee, Senators Swanson and Johnson are the likely candidates.
