Salter, who was Direetor of the Economie and Finance section of the League of Nations 1922-30 and General Secretary to the Reparations CommiSsion 1920-22, addressing the NatioUal Peaee Council Conference said the European creditors had commuted Germany's remaining liahility in a way which would never involve an annual payment by Germny of more than about one-tenth of what was requred by the Young Plan. That was not altruism but enlightened self interest. He was sure if America acted similarly it would also in the balance prove immensely to the advantage of the whole world and herself; hut if the people in Britain tvotild look at the position coolly and sympathetically, they should at least understand, though they might regret, Ameriea's reluctanee.
