GOVERNMENT REQUIRES AN ASSURED ANNUAL ROYALTY

London, Dec. 4. The Anglo-Persian negotiations are likely to he protracted and difficult. The company's royalty is _Persia's chief sonrce of revenue; yet it fluctuated like a f ever chart during the ten years, ranging from £1,420,000 to £130,000. Persian dissatisfaetion ipcreased by the decline of sterling, involving heavy losses in Persia's balances kept in London as a currencj* reserve. Persia wants terms similar to those accorded Iraq, where the Government is assured of a minimum annual royalty, even though the oilfields are not developed.
