UNEMPLOYMENT FUND

! MANY POLICY CHANGES MAKE AUDITING WORK DIFFICULT. AUDITOR-GENERAL'S REMARKS. i i [ The difficulty of auditing the expen- j diture from the Unemployment Fund is referred to hy the Gontroller and ! Auditor-General (Colonel G. F. C. ] | Campbell) in his report to Parliament j which was presented to the House of Representatives recently. | ; "Section 5 (2) of the Unemployment j | Act, 1930, provid'es that no moneys I : shall he payable out of the fund ex- ; | cept by direction of the Minister of j j Finance, acting on the recommenda- j [ tion of the Unemployment Board," | said the Auditor-General. "Owing to the many and various methods adopted of providing relief for unemployI ment, and the continual changes in i such methods to meet altered condi- ; | tions, it has been a matter of some | difficulty for the Audit Office to assure , itself that the expenditure from the | fund was approved in terms of the , Act. I am satisfied, however, that all t the expenditure has been made sub- ! I stantially in accordance with the ap- I | provals of the board and the Minister, ' ' though in some cases the approval of I the Minister was not obtained until ; after the expenditure had been made. ; "The method of authorising expen- , diture has recently been altered in , ! such manner as to give the board a greater discretion as to the applica- ; tion of the moneys from the fund, the , control of the Minister of Finance be- : ing now chiefly directed to ensuring j | that the total expenditure does not ! I exceed the amount authorised by him j from time to time. Steps are heing ! taken with a view to introducing a | different system of reeording the au- j thorities of the board for making ex- J pen diture, and the checking of the ex- I p'enditure vouchers against such authorities will he more easily carried out by audit. I may add that checking of this expenuiture has consider- 1 ably increased the work of the Audit : Office. I - , ■ f
