HOPE FOR MODIFICATION OF AMERICAN ATTITUDE

Rec.# Nov. 28, 5.0 p.m. London, November 27. Mr. Ramsay MacDonald, the Prime Minister, and the other Ministers were ,husy to-day preparing the draft reply to the United States. This will he ready for a" Cabinet meeting on -monday. It is . believed the reply will be an impressive document practically ia m'anifesto, which it is hoped will result in a modification of America's attitude. It is understood the Government reeognises clearly that the present issue is not the debt itself, hut the question of the December payruent. It holds strongly that the payment would PTOve disastrous to the payer and reeeiver alike. . The best city opinion .stresses the fact that the moratorium is only. a subsidiary issue, and unless it is followed by drastiq deht revision, Britain will probably. be compelled to default in 1933, and: Germany may face the issue hy declaring a complete moratorium.
