HOOVER DOES TALKING Rec- Nov. 23, 7.0 p.m. i Washington, Nov. 22.' Mr. Roosevelt made no comment on the foreign debt situation at the' Hoover conference, it was definitely1 learned on Tuesday night. It was ascertained from a sourceclose to Mr. Roosevelt that he barely. participated in the actual discussion, most of the talking being done by Mr. Hoover and his secretary, Mr. Hill. Mr. Roosevelt took up the position that the whole matter is up to the present Congress.
