The News Chronicle Moscow correspondent has reported that 10 to 20 per cent. of the Soviet's 8,000,000 bureaucrats have been "axed" under a decree, the pubjication of which i?. postponed until the fifteenth anniversary of the revolution rejoicings are ended. Syndicates controlling industry, commerce and agriculture are abolished as superfluous. Apart from Moscow ofiicers, all provincial trade orgaiiisations have been closed, and 83 per' cent. of the staffs summarily dismissed. The decree affects the entire polb tical and economie lif e of Russia from powerful commissars in Moscow, Tiflis and Kharhov to village clerks.
