France and England will finance 40 per cent. each and Germany 20 per cent. The worlc will he allocated on the same proportion. The headquarters will be in France and the chairman is to he a Freiichman. The British participators are Messrs. Baring and Schroeder. British hanks are . not assoeiated with the movement.
