HOQVER NOT PREPARED TO RECOMMENl? A MORATORIUM CONGRESS OPPOSITION

Rec. Nov. 17, 7 p.m. New York, Nov. 16. The New York Times' Washington correspondent stated that Mr'. Herbert Hoover indicated to-day that he would not xecommend to Congress the suspension of debt payments on December 15. It is said that this decision was reached after he had been informed of the almost unanimous ojpposition amongst members of Congress to the proposed moratorium. Mr. Hoover will nt even move for the removal of the debt finding commission to study the capacity of debtor nations to pay, unless Mr. Franklin Roosevelt's forthcoming with the President favours such a course. No programme will, in fact, be proposed unless it is acceptable to Mr. Roosevelt. It is intimated that Mr. Hoover will insist that the December 15 payments should be met before he will consider suggestions to his successors for instructions to the commission to consider the debt finding terms. Mr. Hoover to-day reiterated his opposition to cancellation, hut ex-
pressed the helief that the United States would obtain commercial advantages if the dehts were reduced. It is understood that the President toki Senators to-day that he was very mueh surprised that foreign countvies should ask for suspensions at this time, holding that their case ( would have heen bctter receivcd by Congress if they had asked for a revision, and not made the revision follow upon the suspension.
