STRINGENT PRECAUTIONS ATTEND ULSTER CEREMONY SPECIAL POLICE GUARD

Rec. Nov. 16, 8 p.m. Belfast, Nov. 16. Gay flags are flying ini readiness for the Prince of "Wales' visit tomorrov/ to open the Parliament buildings. Thousands have arrived from all parts of Ulster, and are crowding' the streets. Nearly everyone is wearing the Prince of Wales feathers. The streets are heavily barricadea to marshal the dense crowds along the processional route. I Every precaution is being taken to ensuro that no "incident" takes place to mar the visit. Four officers of the speeial branch of Scotland Yard are already in Belfast, and six more travelled with the Prince when he left London to-night, and will be near him throughout the visit.
