A stock remedy is defined hy the bill to mean any substance (including vacci'nes, sera and other bioiogical products) manufactured, ad.vertised or sold as a! remedy for geheral uSe ,in the cure or prevention .of disease in stock, for the destruction or prevention of parasites of stock or the maintenance or improvem'ent of the. health or condition of stock. • / ; Provision is contained for th'e establishment of a , Stock Remedies Registration Board which ,will determine the suitability of xen&dies for re^istration. Members will be "appointed by the Governor-General a.nd will cohxpfise a registrar s elect ed from the veterinary surgeons in th'e Agricultural Department, a memher appointed on the recbmmendation of the New Zealaxid Veterinary Assobiation, and another appointed on the reconimeixdation of the Pharmacy Board of New Zealand. Members other than . the registrar. will hold office for three years and will be entitled to allowanees and travelling expenses. - ' " . Powers Conferred Power is given also for the app'ointment of inspectors and analysts. Pro-px-ietors of stock remedies will Be required to apply for registx-atio'n and may be refused if the board is 6f the opinion that the statements made are inaccurate, inadequate oi? misleading, or if it finds the remedy eoiitairis incompatible or volatile ingredients *or is likely to be injurious to stock.' Registration endures f oi* three years with the right of renewal from time to. time. The bill lays it down that in the sale of any remedy, there is an implied warranty by the proprietoi* that the I'emedy is reasonably suited for any purpose expressedly or impliedly suggested in any lahel oi* advertisement used in connection with it. Inspectors are empowered to take samples for analysis either on their own initiative or at the requests "of the board'. The result of the analysis must be compared with the , partieulars iii the .label •on the receptacle and on th'e applicatioix f-orm and if there is a discrepancy, the analyst must ,add a statement as to whether it is materially to the prejudice of the purchaser. The jReguIatiops ..The regulations which the GovernorGeneral is empowered to make, wjll include »those relating to the.fees P'ayable, the licensing of vendprs, the powers and duties of inspectors and analysts and the limits of errox* in s'stting out partieulars in the application forms.
Mr. - MacMillan said that to-day there was an increased demand for stock remedies among* farmers many of whom had been left puzzled as to what they had actually paid for. After using soine of the so-called "remedies" some felt they had paid for experience and not for a cure. There- was a general feeling that a bill of.the kind was raquired so that some protec'tion could be afforded the farming , community. It was .quite & new departure In legislation as far as the stock were concerned and he thought it would he welconxed. After a preparation- -had been registered under the bill, .the farxner would he assured that he was buying a proper medicine. •. -
