Rec. Nov. 14, 5.5 p.m. Washington, Nov. 13. The British and French Governments have requested an extension of the Hoover Moratorium for debts, pending a re-examination of the special notes to he published by the State Department on Monday. The French note proposed that the United States and the French Government join in a further study of the debt question, and that in the meantime, the susp|ension of payments be granted. The note added that the Government of France believes that such exemption would have an effect on the monetary crisis which affects so many nations. The French Government said it was very seriously concerned with problems arising from the effect of inter-Governmental debts on the world depression, and that it was of vital importance to approach the Government of the United States to co-operate in examining the question in a spirit of frankness and true friendliness. It further declared the importance of the effect of the Lausanne Conference. Economic and financial diffieulties which stand in the way of resumpjfcion of normal relations between nations were still present, and further efforts must be made to put an end to them in the interest of the world.
