London, Nov. 11. The possibility of women sitting in the House of Lords is envisaged hy a committee of Conservative Peers and members of the House of Commons, under the chairmanship of Lord Salisbury, which investigated the ref orm of the House of Lords. It recommends that it would he hazardous, completely out of the tradition of the hereditary principle, and dangerous to leave the monarchy as the only hereditary elements in the constitution. The committee proposes a house of about 320 members. of whom 150 should he hereditary peers elected hy the remainder, and 150 from outside elected by ■the' country and horough councils grouped into electoral areas. Sex- would be no disqualification among those elected. ■ All members should be; elected for twelve years, a third retiring every four years. ■ Royal peers and Lords should continue to be members, also three Bishops of Appeal- and- two Atohbishops, to be elected by their brethren while adequate repreSentation would he provided for the 'Labour tParty hy bringirig., -their i!ncpmes,to £600 yeafly if short of that amount. f .Those,' peers not elected to the House of -Lords should be eligible for the House of Commons. !
