Mr- Forbes replied that the warning on passport application forms to persons who might be visiting another country or place which was under any Communist" form of government might be- refused permission to land in New Zealand within three years after leaving such country or place, was issued in accordance with the additional immigration restriction regulations gazetted on March 17 last. Those regulations declared that Section 3 of the Immigration Restriction Amendment.- Act, 1931, should apply to all persons arriving in New Zealand, the date of . whose arrival was earlier than three years after they had left any country or place which was directly under the control of any Communist form of government. He pointed out that the great majority of ratepaYers in the coufti ties were farmers and they found it difficult to meet their liabilities. CoatOs replied that the 12| per eent. rebate on county rates was! made possible last year by a utilisation of funds then in the hands of the Main Highways Board. There being no otheb similar reserve from- which to draw tliis year, it would not be possible to provide similar relief to county ratepayers unless additional taxation was levied on the community generally. It was not proposed to impose such further taxation. Mr. Furkert's Retirement In reply to Mr. D. G. Sullivan (Labour , Avondale), Mr. Forbes said that Mr. F. W. Furkert's retirement had been voluntary, Mr. F. Langstone- (Labour, Waimarino) asked the Prime Minister whether he would set up a committee of the House to ascertain the receipts and expenditure over the last ten years of the. Political Reform Party funds, Political United Party funds, Political Coalition Party funds, and Political Labour Party funds. Mr. Forbes replied that it was not proposed to set qp a committee for this purpose. ' - Taxi Licenses In reply to Mr. W. E. Barnard (Labour, Napier), who asked whether -|he Government would amend the Trangport 'Act'to give. local authorities power to restrict the nUmber of taxi licenses, Mr. Coates said that a
question of bringing down legislation this session was receiving attention. Law of Evidence Rev. Clyde Carr (Labour, Timaru) asked the Minister of Justice whether his attention had been drawn to the publication of comments made by a magistrate when he was in the- act of committing an accused person to the Supreme Coiirt to stand his trial on a charge of murder and whether, in view of the liability of such publication to influenee the jury in the higher eourt, he- would consider- the desirability of having' the law of evidence so amended that evidence taken and comments made in the lower court, where a person is committed for trial, should not be published, -particularly as no evidence, for the defence was called in the lower court. Hdn, J. G. Cohhe replied' that the advisability of amending the law to provide for the suppression of the pubijcation of evidence takeni in. the lower court when a person was committed for trial had been thoroughly considered on previous occasions, hut it was not deemed adyisahle to make any change in the law. Relief Wages Mr. H. E. Holland on behalf of himself and Mr. J. O'Brien (Labour, Westland) -asked the Minister of Employment whether he would provide suffieient funds! to enable the Unemployment Board to extend city relief work rates and commisisons in county centres and particularly to those county centres which had a heavier percentage of unemployed than the . cities. Mr. Coates replied that it had been anounced in the Budget that it was not proposed to inCrease the existing special tax for unemployment. Legislative Council Reform Mr. A. J, Stallworthy (Government Eden), asked the Prime Minister whether in view of (1) the opportunity offeririg for the reform of the Legislative Council; (2) the necessity of redueing administrative costs and the overburden of taxation upon - the • people generally and (3) the deep public resentment against any distribution of political favours at the. expense of taxpayers at a time when thousands are on the breadline, he would, before any fresh appointmeiits are made to the Legislative Council, give the House an opportqnity of discussing and voting upon the question of an elective upper chamber or f ailing that, would give the House an opportunity of discussing the poliey and personnel of any further appointments to the council at the present time. -, . Mr. Forbes replied that the Government did not inteiid fio submit this session, proposals involving a- change in the present mode of appointments to the Legislative Council. * ' ' it
