Paolo Alto> Calif., Nov. 8. Mr. Herbert Hoover on Tuesday night prepared a message to Mr. Roiosevelt congratulatiug him \on his election as President. The message said. "I congratu|ate you on the opportunity that has come to you to be of service to the country."
