Rec. Nov. 6, 5.5 p.m. London, November 5. The introduction of a bill to amend the Irish Land "Act is inferpreted to niean that Mlv. de- Valera will sh-ort-ly appropria'te the land annuities to finance agricultural schemes. Mr: W. T.' Cosgrave's motion to grant farmers a two years' moratorium in conn'ection with the land annuities, may emharrass the Goverh" ment, especially as the farmers are urging that, if Mr. de Yalera i's not paying the money to Great Britain, there is no need to pay him. The imminehce of a redistribution of Seats Bill is regarded as a portent of an election in the near future. Four by-elections are pending, and tipsters say Mr. de Yalera" will lose three seats.
