Rec. Oct. 30, 6.30 p.m. New York, October 29. The New York Times Buenos Aires correspondent says that President justo announced that he is planning to s.end a special envoy to London, ostensibly to return the visit of the Prince of Wales, though it is generally admitted that the visit is to asT sist the Ambassador Senor Manuel Melbran, to negotiate a new trade agreement. To-day the British Ambassador sent a note to the foreign Minister, Senor Saavera Lamas, explaining that the Ofctawa agreements were misunderstood by the Argentine, and declared that Great Britain did not plan to establish quotas for meat imports, but merely to hold imports at the present level for 18 months, during which time Great Britain could study all phases of the meat question, ineluding friendly consideration of any representation Argentine wanted to make on the subject.
