IMPORT QUOTAS
GERMAN LANDOWNERS WARNED OF MENAGE WORKERS' PURCHASING POWER Berlin, Oct. 21. Dr. Luther, president of the Reiehbank, addressing the Overseas Trade Club at Hamburg, warned landowners that the imports quotas menaced their interests. The system might paralyse industrial exports owing to other countries' retaliation and thereby reduce the industrial workers' capacity to buy farm products. The Government had been forced to adopt the plan owing to the trade measures of foreign countries. The enormous disparity between the economic position of creditor and debtor countries could, Dr. Luther asserted, only he balanced by the free exchange of goods.
