Wellington, Wednesday. After Deceniber next all goods services in New Zealand will require to he licensed according to propnsed regulations under the Transport Licen-

sing Act, details of which were foreshadowed hy the aeting-Minister of Transport, the Hon. E. A. Ransom, to-day. The Minister said that in view of the fact that in dealing with passenger services th'e Dominion was divided into districts, it was considered that a continuation of these districts and existing licensing authorities would form a very satisfactory hasis for licI ensing goods services. This, however, was suhject to the exception of the four metropolitan transport areas. It is proposed to merge the four metropolitan transport areas for purposes of goods control into adjoining districts. Similar provision is made for the granting of automatic licenses to goods services as was done in the case of passenger services. Goods services in op-eration on November 11, 1931, will he entitled to an automatic license for the first year. Three Classes

The class of work carried by the regulatory scheme falls into the three following clauses (a) haulage of commodities by services operating reguIarly to some kind of time-tahle over a defined route; (b) operations of carriers who run in more or less definite areas, but do not operate over any partieular defined route; (c) operations of a carrier who is called upon to undertake trips on partieular occasions. The following licenses meet cases set out ahove (a) route licenses divided into licenses to run 12 months and licenses to run for season or seasons; (b) area licenses divided in the same manner; and (c) temporary licenses. "The scheme outlined," said the Minister, "has been designed specially to follow the same proeedure as that adopted for the licensing of passenger services. It would appear desiiable that the following services should he brought under control (a) services operating for at least 15 miles on a main highway; (b) services operating between boundaries of any two boroughs or two districts provided that these boundaries are more than 15 miles apart measured along the shortest available public road."
