The Chancellor of the Exchequer, Mr. Neville Chamberlain, will operi the proceedings with a full statement outlining the Ottawa agreement, and will thep move a series. of resolutiqns, the' proeedure being similar to tlie Biidget. The first division will be taken on Tuesday night. It is expected that the debate in tbe Hoiise of Commons will last three weelcs, legislation reaching the House of Lords about November 8.
