Rec. Oct. 15, 5.0 p.m. London, October 14. The Manchester Guardian in an editorial says the Ottawa quotas are certain to cause a general rise in meat priees, which is unlikely to he confined to the produce of the Dominions. The prohahle reduction in the amount of imported frozen beef may raise the price of Argentine chilled beef and also English fresh beef, but the extent of the rise depends on the purchasing power of the British niarket. Unless that is raised, all artificial methods of raising prices will he useless and it may eventually be found that the meat quotas are the most important and most far raaching of the agreements made at Ottawa.
