Prompt steps have been taken iii the varioiis parts of the Empire to put into operation measures to give effect to the agreements with Britain, which were, reached at Ottawa. In Canada the new scale of preferenees hecame effective, following the passing of a Government resolution, and are now in operation. In South Africa immediate effect ; was given to the agreement by administrative action. Ln Australia legislation has been put in train to give effect to the new preferenee formula, which is to be appiied to a wide range of goods. In regard to the goods already enjoying higher preferences than those covered by the formula th'ese will remain, and although the extensive reductions in duties which are also contemplated can he made only on the Tariff Board recommendations, some such reductions have, in fact, been made since the Ottawa Conference. In New Zealand aiso the agreement • takes immediate effect, subject, as in other cases to Parliamentary approyal, ' • ' ^ \g\ In England special legislation is necessary, and an appropriate financial resolution will be moved when Parliament reassembles on Tuesday. It will be the subject of a two-days' debate. The Bill will then be taken through all its stages, so that it may reach, the statute hook hy Novemher 15, when the right of free entry for Empire products under the Import Duties Act will cease and the new schedules to various agreements will become effective.
