AN EXPLANATION STATEMENT BY MAYOR TO CLARIFY POINTS IN DOUBT CIRCULAR TO ORGANISATIONS In view of the £act that a certain amount of misconcepiion appears to exist in regard to the cooperation of the recently formed Rotorua Advancement League with the Publicity and Amusement Committee of the Rotorua Borougn Council, the Mayor, Mr. T. Jackson, yesterday issued the following statement to clarify the position: — "There appears to be a certain amount of uncertainty in the minds of a number of those who attended the meeting on Monday night for the formation of the Rotorua Advancement League. They appear to be in doubt as to the standing of the council's Publicity and Amusement Committee. The position at the present time is that this committee eonsists of three members of the council and nine advisory members, although the number of advisory members may vary as the council determines. "These advisory members wero appointed to the council at the same time as the council members were appointed, that is, subsequent to the municipal elections, and they are appointed in the same way a s- the council members, for the council's term of office — two years. This committee is entrusted with the task of administering the publicity and amusement rate, but their expenditure of the rate moneys is subject to the approval of the f ull council. -. "The only way in which this fund can be made available for the purposes of the new advancement league is through the medium of the Publicity and Amusement Committee. As that committee is still functioning and must continue to function until the council's term of office has expired, it is apparent that if the new movement is to have the benefit of the experience of the older established committee and the advantage of assistance from the funds of that committee, the representatives of the new movement will have to come in as additional members of the Publicity and Amusement Committee. "There is nothing to prevent the council extending the committee in this direction% In this way, the sc^pe and the activities of the Publicity and Amusement Committee will be widened and overlapping will be eliminated with the result that closer co-opera-tion and co-ordination will be possible between all the organisations included in the Advancement League." Circular to Organisations Steps have also been taken to forward the following circular letter to all organisations participating in the advancement movement: — "In view of the raisconceptions which appear to be held with rei'erence to the meeting held on Mon lay night, it is deemed advisable to clarify the position. "The Advancement League ha; been formed for the purpose of endeavouiing to eo-u-d.nate clie rarious interests in the town for the purpose of advancing the claims and attractions of the district, but it is not intended, nor has it ever been suggested, that the funct'ons of any separate organisation should be usurped. If any organisation proposes to undertake the responsibility for any sports or other fixtures, and requires outside assistance, the advancement committee will assist, if so requested,, but if the particular club or association can run its fixture withont assistance, it is expected to do so. Will Not Claim Profits "The idea which seems to be prevalent, that the league proposes to claim the profits which may acerue from any venture by an individual organisation, is utterly without foundation. "The sub-committecs which have been agreed upon are as under: — • (1) Reception sub-committee convenor: Mr. L. J. Bayfeild, the committee to comprise delegates from Rotary Club, Tourist Department, Women's Club, Licensed Hotels, Guest Houses. (2) Sports promotion: (a) Summer sports sub-committee. Convenor, Dr. S. H. Hay. Delegates from, Bowling Club, Racing Club, Tennis Club, Trotting Club, Croquet Club, Rod and Gun Club, Swimming Club, Cricket Assn., Rotorua Golf Club, Motutara Golf Club, Amateur Athletic Club, Boy Scouts. (2b) Winter sports sub-commit-tee: Convenor, Mr. E. A. Meredith. Delegates from Hunt Club, Hockey Association, Rifle Club, Professional Athletic Club, Rotorua Golf Club, Moturara Golf Club, Rugby Union, Gymnastic Club, Basketball Association, Rod and Gun Club. "(3) Entertainment sub-commit-tee: Convenor, Mr. E. T. Johnson. Delegates from Theatres, Orchestras, Rotorua Band, Boys' Band, representatives of Maoris from Ohinemutu and Whakarewarewa. "(4) Conference, exeursion and accommodation sub-committee.: — Convenor, Mr. J. McDowell. Delegates from, Railway Department, Tourist Department, Licensed Hotels, Private Hotels, Motor Transport Companies, Rotary Club. "(5) Business promotion sub-com-mittee: Convenor, Mr. 0. H. Coleman. Delegates from Retail Traders' Association, Chamber of Commerce, architects, builders, sawmillers. "(6) Advertising and publicity sub-committee: Convenor, Mr. E. G. Guy. Delegates from Borough Council, Morning Post, Amateur Radio Transmitters' Association, Tourist Department, Railway Department. "(7) Historical and guidance subcommittee: Convenor, Mr. F. Chambers. Delegates from Maori Arts and Crafts Department, Rotary Club, High School Board, Arawa Trust Board. "(8) Rural settlemeht promotion

Suggested Procedure "The procedure to be adopted if ny individual club or association re- • i es outside assistance or support . any project which it proposes to .ndertake is: "(1) The club should discuss Ihe uestion and determine what assis.ance it requires. "(2) The delegate representing the club on the sub-committee submits uhe club's requirements to the subnittee. "(3) The sub-committee fully discusses the matter and if of opinion that the main committee can assist, makes a recommendation to the advancement committee. "(4) When the main committee considers the question, it may refer to other sub-committees to draw up proposals regarding matters which would come within the scope of such sub-committee so that each phase of the proposal is dealt with by the appropriate sub-committee which will specialise on the particular aspect of the matter under review. "Sub-committees should hold regular meetings, and every phase of any matters under consideration will be submitted by the convenors to the advancement committee, which will act as the connecting link between the various sub-committees. Co-operation "It must be realised that only by tlie sympathetic co-operation of all interested individuals and associations can any progress be made in the movement. "We wish to stress the fact that the one aim and object of the advancement league and committee, is to further the interests of Rotorua, and to assist, if necessary, any organisation which may request help."
