Geneva, Oct. 2. In the Budget .Committee, Sir Thomas Wilford advocated reductions in higher salaries, but no interference with lower salaries owing to the cost of living at Geneva. There are 1,020 permanent and 220 temporary employees in the servjce of the League. New Zealand was astounded at some of the salaries. He added that the League's expense had greatly increased owing to Geneva being a fertile soil for faddists and idealists throughtout the world, who sent suggestions for the regeneration of the world. The delegates were not blameless. Whil the committee was deliberating, an Hungarian named Buda, fired a revolver and the bullet struck the ironwork outside. Buda was arrested, but he is believed to be f eeble-minded.
