Rec. Sept. 28. London, Sept. 27. It is expocted that Viscount Snowden (Labour) and Sir Herbert Samuel and bis Liberal colleagues will announce their resignations at a Cabinet meeting to be held in London to-day. The retiring members will accord the National Government on all matters of policy, with the exception of tariffs. There is no longer any doubt hut that the i'ollowing Ministers will resign their Portfoiios and minor positions in the Cahinet at Wednesday's meeting of the British Cahinet: — Lord Snowden, Loi'd Pl'ivy Scul. Sir Herbert Samuel, Secretary of State for Home Affairs. Sir Arehibald Sinclair, Secretai'y of State for Scotlnnd. IVJarques of Lothian, Under-Secro-tary of State for India. Sir Robert Hamilton Under-Secre-tary for the Colonial Dffiee. Mr. Isaac Foot, Parliamentary Secretary for Mines. Mr. H. Graham White, AssistantP o stm ast e r- G en eral . Mr. W. Russell Red. Major MclCenzie Wood. Mr. Harcourt Johnstone. It i.s believcd their resignations have been in the hands of Mr. Ramsay MacDonald for a week, since when every effort has been made to

pursuade them to remain in the Cahinet, at any rate until al'ter the W orld Economic Conference. Mr. R.imsay MacDonald has been arguing that the existing "agreement to differ" covers all the OttaWa deeisions. If last-minute pressure upon the Liberal Ministers to remain in the Cabinet fails, Mr. MacDonald intonds to lill their places in a manner which will presurve the national character of tho Government. There is no likelihood of Sir Jolin Simon and Mr. W. Runciman retiring. It is expected that most of the Seals of Office will be exclianged hy Friday, when the King will receive the outgoing and incoming Ministers. There was much activity tliroughout ihe (lay at Downing Street, wliere Mr. Ramsay MacDonald and Mr. Stanley Baldwin are receiving many visitors. The Daily Tolegraplis' political correspondent expresse.s the opinion that Mr. MacDonald will not aulomatically appoint nine Liherals to replace the retiring Cahinet members, nor will he allocate all the vucancies to the Conservatives, but will fill the offices with the best men availahle without strict, adherence to party labels. Itis generally anticipated that the group will support the Government in Parliament on all matters except. the tariff question.
