MR. IIUGHES SAYS LEAGUE HAS STILL TfO PROVE ITSELF NO WORLD FOR HEROES

Rec. Sept. 28, 5.0 p.m. Geneva, Sept. 27. . "I agree with Mr. de Valera that the League is on trial and must either lead the nations or confess itself uncqual to the great task,"' declared | Mr. W. M. Ilugh'es (Australia) in a , aebate in the Assembly. He ctfittinued : "Although the League is labouring diligently to fulfil its glittering promises, wars and rumours of wars are disturbing men's minds. No scheme of disarmament so far devised eould he regarded as an earnest of the nations to tread the paths of peace. Ilnstead of a world fit for heroes, |i crisis has succeeded crisis, trade is stagnant and bankruptcy and civil j; turmoil are prevalent. We cannot ex- !; pect miracles, but we believe disarmaj ment is possihle if approached in the right spirit. The conferences had failbecause the nations want security. Peace is impossible while Ihe world i.s seething with industrial unrest, and tens of millions of unemployed are only saved from starvation by charity. ' ."The world is engaged in an insensate desperate trade war; Communism is ceaselessly active. Only when the people are decently employed under decent conditions will the gospel of Bolshevism fall on deaf >ears."
