We cannot ex- !; pect miracles, but we believe disarmaj ment is possihle if approached in the right spirit. The conferences had failbecause the nations want security. Peace is impossible while Ihe world i.s seething with industrial unrest, and tens of millions of unemployed are only saved from starvation by charity. Only when the people are decently employed under decent conditions will the gospel of Bolshevism fall on deaf >ears."
