Melbourne, Sept. 25. The All Aiistralia Labour Congress has concluded. Mr. J. II. Scullin remains leader, the Langites attempt

to secure control having failed. A unity campaign will probably follow, but even if the Langites and the Federal group are amalgamated, it is anticipated that Mr. Scullin will retain leadership.
