OTTAWA AGREEMENTS MR. THOMAS AND POSSIBLE DEFECTIONS FROM CABINET THE LABOUR SACRIFICES

London, Sept. 23. At the luncheon tendered to Mr. Downie Stewart at the Savoy, the Secretary of State for the Dominions, apparently appealing to the Liberals to remain in the Cabinet, said: — "A year ago some Labour members of the Cabinet subordinated the interests of party to those of the nation at a grave period, which to-day was not less grave. There was now still less justification for a split involving the Empire policy. How could we face the World Economic Conference if Ottawa failed and other Powers taunted us with the accusation that we were unable to agree among ourselves? If the Dominions crashed what hope would remain for the surplus population of Britain, for which the Dominions were the natural outlet? "The widely-reported Ottawa agreements have led to serious political consequences. I can only say as one of those responsible for the agreements that we do not need to apologir-e for them. I would much prefer that Britain should be accused of generosity than niggardliness to the Dominions, who came to the aid of Britain in 1914."
