Ree. Sept^ 21, 7.40 p.m. Londoii, Sept. 21. Sir H. Samuels will attend to-day a meeting of the executive of the Liberal Federation, wheii a motion condemning the Ottawa agreement will be moved. In the meantime, eonflicting interpretations are. put on the speech of Mr. Isaac Foot at the- Cardigan byelection, when he declared that the Liberals desired the Government's poliey to be a truly national one. The Ottawa proposals were partisan, not national^ they would be contrary to the nation's interest, and the Liberals were bound to oppose them. It would be for Sir H. Samuels to decide whether this course could effectiyely be adopted within the "agreement to differ" arrangement. The Daily Express says that the speech means that Liberal Ministers and probably Viscount Snowden also intend to resign immediately. The Daily Telegraph takes the opposite view and says there will be no resignations.
