AMERICA PRESERVES DISCREET SILENCE REGARDING JAPAN

Washington, Sept. 17. The State Department withheld conxment upon the Far Eastern situation, following the receipt of the Japanese reeognition of Manchoxikuo, pending receipt of China's note of protest thereon. At present there is no intimation that the Department intends to brealt the silence regarding the situation, and it is understood that they are awaiting the publication of Lord Lytton's report. Meanwhile, plans have been made to retain the Consul in Manchuria indefinitely, and to fieal informally with the Manchoultxxo authorities, and also still ofiicially crediting in to China. ' ..
