' Bept. 18, 5.5 p.m. Geneva, • Sept. -17, Germany has notified her inability to attend the- Disarmament Conference bureau session on September 21, on tho ground that her claim for an equality staus in armaments has not been satisfied. The Note was signed-by Baron von Neurath and addressed to "Mr. A. Henderson. It declares tbat it is clear tliat any future disarmament convention will fall far short of the. settlement laid down by the Versailles Treaty. Germany eannot be expected to participate in negotiations for the convention until it is established that the solution wliich inay be found will be equally applied to her. Diplomatic exelmnges with Eranee have not led to a satisfaetory result. Though unable to attend the bureau, Germany is convinced that tlior-ough-going general disarmament is urgently necessary for ensuring peace. Bhe will follow the discussions with interest, and.determine her future attitude thereby.
