The Manchester Guardian correspondent says that the speech of the United States Ambassador is an indication of American hostility to the German re-armament plan. It is stated that Senator Reed informed M. Herriot that while America is determined to press for -disarmament on the basis of the Hoover plan, it was opposed to Germany's re-arma-ment.
