CABINET HAS NOT SO FAR CONSIDERED NEW LEGISLATION Wellington, Wednesday. The first main working session of the present Parliament will open three weeks from to-morrow. The Prime Minister, the Rt. Hon. G. W. Forbes, stated to-day that it is calculated that the business should occupy the members unt(il CHristmas at the outside estimate. . Mr. Forbes said he was unable at present to foreshadow the legislation which would be brought dow:n as no consideration had been givefo to the matter by Cabinet, which so far had beeil oceupied with the National Commission's report and the preparation of the estimates,
