Rec. Aug. 30, 5 p.m. Rugby, August 29. On his return from Ottawa the Chancellor of the Exchequer, Mr. Neville Chamberlain, has reviewed the position arising from his request to intending borrowers to refrain from coming on the marlcet pending the completion of the conversion operation. In view of the gratifying high percentage of assents already received from holders of war loan, the Chancellor now feels satisfied that some partial relaxation of the present arrangements may safely be permitted. A semi-official statement was that the Government is not seeking anything in the nature of State control of investments, but was only actuated under expert advice with a desire to complete the British huge wa- loans conversions. There probably will be a progressive removal of the ban in October, with another sudden removal of all restrictions. Commentators point out that the ban on the new loan issues will now be partially relaxed. There is no legal embargo, and it was merely a Government request, accepted in financial quarters as necessary in national interest. ______
