Hoover say that the majority of the financial trouble is overcome. The plan is to increase employment on railroads, to stimulate industry. through the expansion and maintenance- of equipment to effect purchases of new equipment for industry, to replace obsolete worn out equipment and to share the_ cost and repair of home building. A hint was given that it niay be necessary to shorten the hours of labour.
