Rec. Aug. 26, 7.0 p.m. New York, Aug. 25. Unofficial Washington opinion is that no answer to Count Richida's statement that the Japanese. Government is arranging an early formal recognition of Manchukuo, will be issued. It is generally understood that the statement of the Japanese policy regarding Manchukuo is intended pi'imarily for the League, and largely seeks defence of the policy before the world. The expressed intention to_ recognise Manchukuo has raised an important problem in the event of the suggestion ,of the Japanese violation of the Nine Power Treaty, and if the League commission finds the formation of Manchukuo State is not satis-
