OTTAWA POSITION DEPARTURE OF BRITISH • DELEGATION IS POSTPONED AN AGREEMENT ANTICIPATED

Ottawa, August 17. The official spokesttian announced that a meeting of the heads of thie delegations was held at 5 p.m. and decided that in view of the difficulties encountered in the various negotiations, it was hopeless to expect finality before Saturday. It has been arranged therefore for the departure of the Empress of Britain from Quebec to he postponed from Saturday until Sunday, thus enabling Mr. Stanley Baldwin, his colleagues and the large staffs to remain at Ottawa until Saturday night, Avhen they Avill leave by a spocial train. The spokesman said that it is unlikely that the plenary session will be held on Thursday, hut there were remarkedly good expectations that satisfactory agreements would be reached before Saturday. The Anglo-Cana-dian situation looked very promising. Will Not Shift Ground The announcement of the postponement of Thursday's plenary session with the official explanation that certain difficulties will require another 48 houi*s, is interpreted as indicating that Canada, Australia and New Zealand will not shift their ground. Russian wheat dumping is Canada's main problem and the meat quota the chief concern of Australia and New Zealand. There is an atmosphere of relief among the Australian and New Zealand delegafces contrasting with yesterday's glooni.
