CANADIAN PROPOSALS

Rec. Aug. 16, 10.45 p.m. OTTAWA, Tuesday. The Canadian Cabinet sat in the forenoon on Monday, and again from 2.30 p.m. until midnight. The Prime Minister, Mr. R. b. Bennett, said: "I believe that our proposals will now be in accord with the Biritish delegation's desires. Nevertheless there are grounds for doubt, because the British representatives have not indicated their intentions regarding Russian dumping, nor have they given a final decision on any other matter. Additional preferences on lumber will be acceptable to Canada, but not fully satisfactory." The general impression is that only the two main questions remain unsettled: (1) Meat, which concerns Austi*alia and New Zealand, and which may be adjusted in a satisfactory manner to-day, and (2) the limitation of Russian dumping of lumber and wheat, on which Great Britain is delaying a decision. Assuming that Great Britain yields to the Australian and New Zealand determined stand on meat, Mr. Bennett feels that he may be placed in an unenviable and isolated position as the last contestant hampering an harmonious agreement. It is hoped that to-day's discussion will bving the parties to agreement, allowing Ottawa to end on a note of triumph.
